Foreign Office, January 15, 1912. WITH reference to the letter addressed to you from this Office on the 13th January, I am directed by Secretary Sir E. Grey to enclose a copy of a despatch from the British delegates to the Opium Conference at The Hague relative to the form of ratification of, and adhesion to, the proposed convention.

Sir E. Grey would be glad to learn the views of the Secretary of State for the Colonies on the draft prepared by the "Comité de Rédaction," and also on the additions and amendments thereto proposed by Sir W. Collins.
